Hyperbole aside, I agree with your overall opinion of Giuliani.
Take a moment, however, to reflect on his actual words. If they were not uttered by this particular power monger and nutbag, you might not disagree in such a knee-jerk way. Many political philosophers – including liberal ones – have said what amounts to the same thing.
